One day after peak bloom was announced in D.C., people were seen stopping to take pictures and leave a flower on the base of 'Stumpy', a fan-favorite cherry tree that is set to be removed in May along with dozens of other cherry trees as part of much-needed construction on the Tidal Basin seawalls.
