"I suggested to President Tudjman that we were at a very
decisive point now in the implementation of Dayton, the
election date has been set, many of the institutions have
been put in place, the military structures are working well,
the arms control agreement has been signed and is being
implemented... in other words we have done as we set out to
do - we have put in place all of the foundations for moving
towards elections, and establishing a government in Bosnia-
Hercegovina which represents all of the country."
