The story is set in a post-apocalyptic future in the district of Waknuk, Labrador, where society is governed by strict religious laws demanding conformity to the “True Image” of God. Any deviation in plants, animals, or humans is considered an Offence or Blasphemy, punishable by destruction or exile to the Fringes.
David Strorm, the narrator, grows up in this rigid community under his father, Joseph Strorm, a zealous believer in purity. As a child, David befriends Sophie, a girl with six toes—a minor physical deviation. When her secret is discovered, Sophie and her parents flee to avoid persecution, leaving David deeply troubled by the harshness of the laws.
David himself harbors a dangerous secret: he can communicate telepathically. Over time, he discovers others like him—Rosalind, his cousin and closest friend, and a small group of telepaths. They form a secret bond, aware that discovery would mean sterilization and banishment.
As David matures, tensions rise. His younger sister Petra is revealed to have an extraordinarily powerful telepathic ability, far stronger than the others. Her uncontrolled projections nearly expose them. Meanwhile, societal fear of deviations intensifies, and raids from the Fringes—a lawless region inhabited by mutants—become more frequent.
When two members of the group, Sally and Katherine, are captured and tortured into confession, the authorities classify the telepaths as non-human and issue a proclamation: they are outlaws who can be killed on sight. David, Rosalind, and Petra flee toward the Fringes, pursued by armed parties. Their escape is perilous, involving violent encounters and the constant threat of betrayal.
During their flight, Petra makes contact with a distant, advanced community called Sealand, where telepathy is normal and valued. Sealanders promise rescue, seeing Petra’s ability as a rare gift. Eventually, after a desperate struggle and the loss of allies, a Sealand aircraft arrives, using a paralyzing web-like weapon to defeat their pursuers. David, Rosalind, and Petra are taken to Sealand—a society that embraces mental powers and represents a new stage in human evolution.
