Three-quarters of councils (and eight combined authorities) have declared a climate emergency, according to Climate Emergency UK, and all local authorities have climate emergency strategies. In practical terms, that means eliminating carbon emissions by 2030 – on average, a 13% reduction each year, starting now. Councils have moved mountains while operating under emergency conditions for over a year – can this innovative mindset be applied to climate action? Are councils fully equipped and supported to deliver such significant change so quickly? And if a typical council is responsible for perhaps 3% of their borough’s emissions, what capacity is there to encourage residents and businesses to play their part in addressing the climate emergency?

The built environment contributes about 40% of greenhouse gases, so the industry has a crucial role to play in helping councils achieve net zero buildings and infrastructure. Some of the most forward-thinking councils shared their experiences of their journey so far.
