◆Hamamatsu City is a city located in the western part of Shizuoka Prefecture, in the Enshu region. It has been designated as an ordinance-designated city and an international convention and tourism city.

It is the birthplace of Honda and the headquarters of Suzuki, making it one of the leading automobile manufacturing cities in Japan. Before the Great Heisei Consolidation, the former Hamamatsu City had a population of approximately 610,000 and a population density of 2,368 people/㎢[1]. However, due to a large-scale rescue merger with the Hokuen municipality, etc., which was in a tight financial situation, it became the second ordinance-designated city in Shizuoka Prefecture after Shizuoka City. At its peak, the number was 810,000, but now it has fallen below 800,000 to 790,000, and continues to decline. Tenryu Ward accounts for about 60% of the area, and 6 wards other than Tenryu Ward account for more than 97% of the population[4].

◆浜松市（はままつし）は、静岡県の西部、遠州地方にある市。政令指定都市と国際会議観光都市に指定されている。

ホンダの発祥地でありスズキが本社を構えるなど全国でも有数の自動車工業都市であり、県庁所在地以外の市で4番目の人口（川崎市、北九州市、堺市に次ぐ）を有する。平成の大合併以前の旧浜松市の人口は約61万人、人口密度2368人/㎢[1]であり、旧浜北市との小規模合併のみで政令市移行の基準[2]を満たしていたが、財政が逼迫した北遠自治体等との大規模救済合併[3]により、静岡県では静岡市に次いで2番目の政令指定都市に移行した。ピーク時には81万人であったが、現在は80万人を割り込み79万人と減少傾向が続いている。全国の市町村で2番目の面積では7つの行政区を持ち、面積の約6割を天竜区が、人口の97％以上を天竜区を除いた6区が占めている[4]。
