It is best to use linen sanding stars to sand the inside of tubular constructions. You can use this in different grains until the desired roughness value is reached. When you remove the sanding stars from the tube, let it rotate a bit longer to remove the burrs at the end of the tube. If the final result is still too rough despite the finer grain, you can continue with unitized sanding stars after the first sanding step to further refine the inside. Make sure that you put the sanding star in the tube material before starting the drive motor.
