Background
Climate change poses serious risks to the economies, ecosystems, and societies of Central Asia and the Caucasus, with rising temperatures, changing rainfall patterns, and more frequent extreme events already being observed. To address these challenges, governments are advancing national adaptation strategies and action plans. A key part of these efforts is developing Monitoring and Evaluation (M&E) frameworks to track progress, assess effectiveness, and guide decision-making.
Adaptation reporting serves multiple purposes: (i) Nationally, it helps measure whether actions reduce vulnerability and build resilience; (ii) Regionally, it enables peer learning and exchange of good practices
among countries facing shared climate risks, and (iii) Internationally, it allows countries to meet the Paris Agreement’s Enhanced Transparency Framework (ETF) requirements and contribute to global stocktakes.
Countries in the region are at different stages: some have integrated adaptation indicators into development strategies, while others are still exploring methodologies, institutional setups, and data collection systems. Common challenges include data gaps, limited institutional coordination, and the need to capture both outputs and real outcomes in terms of resilience. Still, promising innovations exist, such as participatory approaches, gender-sensitive indicators, and linking adaptation M&E to climate finance reporting.
The upcoming webinar will convene representatives from Central Asia and the Caucasus to exchange insights on building national monitoring and evaluation (M&E) systems for climate adaptation. At the regional level, it will present the proposed M&E framework developed during the first phase of the ReCATH project, showcasing practical examples of both qualitative and quantitative indicators that can be adapted across Central Asian countries. At the national level, Kyrgyzstan’s experience will be highlighted, with a focus on the adaptation M&E framework proposed through its National Adaptation Plan (NAP) project.

Objective
This webinar aims to facilitate peer-to-peer exchange, providing a platform for Kyrgyzstan and the ReCATH team to share their experiences, approaches, and lessons learned in establishing M&E frameworks – offering insights that can support other countries in advancing their own systems.

By leveraging shared experiences and practical recommendations, this exchange will contribute to building regional and national capacities for effective and robust climate reporting aligned with Enhanced Transparency Framework (ETF) of the Paris Agreement
