On 17th January 2018, CEPT University kicked off its specialized training programme for ‘Urban Expansion through Town Planning Schemes’ under the World Bank funded Capacity Building and Urban Development (CBUD) Project in consultation with Ministry of Housing and Urban Affairs (MoHUA). It was inaugurated by Dr. Sameer Sharma (Addl. Secretary, MoHUA), Mr. Paresh Sharma, (Chief Town Planner, Govt of Gujarat) and C.K. Koshy (Advisor, CEPT Research and Development Foundation (CRDF), Addl. Chief Secretary, Govt. of Gujarat) and Dr. Bimal Patel (President, CEPT University).

The Chief Guest, Dr. Sharma, who has a Ph.D. in Urban Development from the University of Cincinnati, said that this practice-oriented training programme will help officials to connect to community action planners, consensus building, citizen participation and much more.

Stressing the importance of such training programmes and capacity building workshops, Dr Sharma said that as cities grow rapidly and become chaotic, it is time to unbundle their various issues and such programmes will help planners understand their work better and scheme out details.

This capacity building programme, spread over two years, is being delivered through a unique technical partnership between CEPT University, Government of Gujarat and Ahmedabad Municipal Corporation. The inaugural 3-day workshop saw over 35 urban officials from Smart and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) Cities, Town Planning Departments, Town and Country Planning Organisation (TCPO) and National Institute of Urban Affairs (NIUA), participate from 10 states of India.

“Cities can absorb the additional population either by increasing density or by expanding at the peripheries. The real challenge is to manage this inevitable growth in both dimensions by intelligent planning. A planned expansion of cities through the mechanism of town planning schemes using the land pooling method, obviates the need to resort to coercive and costly land acquisition,” said C.K. Koshy.

The Ministry of Housing and Urban Affairs (MoHUA), Government of India had selected CEPT University to partner the Government of India in the task of transforming urban development. CEPT faculty members, along with a team of experts and practitioners, have designed a training module using the land pooling method as part of a national effort to strengthen capabilities of urban development authorities.
