This was done using another Hamanaka needle felt kit. You can buy them over Etsy along with felting needles and mat. This kit isn't difficult but it requires a bit of patience as each seal can take up to an hour to make. Notice the consistency of the felt in the video, you want it to be firm yet still slightly springy. If your felt becomes too dense then it will be hard to push in the eyes or cut slits to attach flippers. Similarly, if you can still see 'strands' or 'tufts' across the surface then you haven't felted enough, so keep poking until everything gets an even texture.
