There are many commanders in GoTWiC. Only bunch of them are useful are worth upgrading to max quality and level. Seg is one of top 10 commanders in general for many reasons. Good for: fight, defense, training ground and most of events, but not good when comes to attacking rebel leaders. At least for now. As you know many things can change with any update in this game.
