A Citizen’s Charter is a declaration of commitment of an organization towards its clients in terms of qualitative & temporal entitlements.

The basic objective of the Citizen’s Charter is to empower the citizen in relation to public service delivery.

The Citizen’s Charter was first adopted at the Conference of Chief Ministers of various States and Union Territories in May 1997. The task of coordination, formulation, and operationalization of citizen’s charters is done by the Department of Administrative Reforms and Public Grievances (DARPG).
Citizen’s Charter still doesn’t have any legal backing – so not legally enforceable.

Problems in the Indian Charter Programme
- Lack of incentivization either at the individual level or the organization level.
- In many departments, the charter exercise got delayed as existing brochures & manuals were taken to be Citizen Charter (CC).
- The needs of senior citizens, the disabled & other such categories have not been taken into account in CC.
