Tools needed to create an Offline RO Server:
1. Download Oracle Virtual Box
https://www.virtualbox.org/

2. Download This Minimal Pre-Made Offline VPS
To Use this you have to Install the Oracle VirtualBox open the app
click +add then Browse the folder of your download Server File.
