Ken Rosenberg's Caligula's office is seen in a few of the Caligula's casino mission cutscenes but is normally inaccessible. It can be found floating in the Hidden Interior universe and is located in Heaven C (also known as B-Dup Heaven). However, it's completely unsolid and unfortunately has no props inside of it. Regardless, it can still be explored with a jetpack, albeit the jetpack is inconsistent.

For this video, we exit the Big Smoke's Crack Palace interior (which can only be accessed after the final mission). The second floor has a ceiling that is completely unsolid and can be exited with the "CJ jumps higher" cheat. From there, it's a long jetpack flight to the Doherty garage. Once you arrive, input the "Cars float away when hit" cheat and bump into a helicopter with another vehicle. The vehicles will be invisible, but satchel charges will help mark them. After you bump the helicopter, hop in and it will take off. From there, mark the Caligula's casino location. Fortunately, by exiting through the Crack Palace, all the interiors will be in their correct locations. Unfortunately, it's quite a long trip to get to the casino.

You'll want to be high enough where you'll be able to jump out of the helicopter and have enough time to make it to the interior. It's hard to gauge a good time, so chances are you'll be parachuting a while. Once I am over the marker on the mini map, I cut the parachute to save time. After a while, you should land on the invisible Caligula's casino interior. The office will be floating above. I'd suggest throwing some satchels down so you don't accidentally walk off, but luckily it's a huge interior (still have to mute the music, though). Now, Caligula's casino is weird because sometimes the Jetpack will work, and sometimes it won't. This can be seen in this video. With a little luck, you'll be able to fly up and view the rather bare bones interior. But the Jetpack will die quite often, so just be prepared.

As a whole, a rather disappointing interior. None of the props spawn other than the round table in the center of the room. So that means no chairs or couch. A shame, but it's still kind of cool to look at, even though it has absolutely no collision.
