This Whelen Mini Advantedge lightbar is setup to California Spec, specifically law enforcement because of the blue. It has the required front facing steady burn red and the customary rear flashing amber. It also has one red and one blue rotator.

The document makes a nice little table out of the info contained in California Code of Regulations, Title 13 (13 CCR). There are columns for “required lamps” and “permitted lamps”, and info stating which direction they must face. The front facing steady red is a “required lamp” on all emergency vehicles. Amber flashing lamps are "permitted" on some vehicles and required on others. For example flashing amber is required to front and rear on tow trucks, but listed as “permitted” and on emergency vehicles. That said, the steady red to the front and flashing amber to the rear almost always go together on police and fire vehicles and the have become synonymous with “California Spec”.
