You can easily find out who is wandering as a ghost or has been reborn after death, that is, who has not attained liberation after death. This is explained in Chapter 8, Verse 25 of the Bhagavad Gita:

धूमो रात्रिस्तथा कृष्णः षण्मासा दक्षिणायनम् ।
तत्र चान्द्रमसं ज्योतिर्योगी प्राप्य निवर्तते !

It states that when the sun is in its southward journey, which begins after June 21st and lasts for six months (July, August, September, October, November, December), during the nights of Krishna Paksha (the waning phase of the moon), that is, during the 15 days after the full moon, if a person dies during this period, even if they have performed good deeds, they do not attain liberation. Instead, they are reborn or wander as a ghost. In simpler terms, if someone died in your home during July or August, they might have either been reborn or are wandering as a ghost.
