Pakistan's influence on the global climate stage reached unprecedented heights during the 28th session of the Conference of Parties (COP28) in Dubai. Prime Minister Anwar-ul-Haq Kakar played a pivotal and active role in shaping Pakistan's impactful presence at COP28. His dynamic engagement was highlighted in the introduction of significant initiatives such as the 'Recharge Pakistan' program and the unveiling of the state-of-the-art Climate Change Information Tracking Portal. During the country statement, the Prime Minister presented a candid and comprehensive stance on critical issues, emphasizing Pakistan's commitment to the Principle of Equity and Common but Differentiated Responsibilities. He underscored the right to economic development, access to Means of Implementation, and an increase in adaptation finance. The Prime Minister also highlighted the early operationalization of the Loss and Damage (L&D) Fund, a commitment to transparency in climate finance, and the importance of a 'Just Transition.' A notable success for Pakistan was the operationalization of the Loss and Damage (L&D) Fund under the World Bank, amassing pledges exceeding USD 792 million. This triumph builds upon Pakistan's crucial role in creating and operationalizing the fund in both COP27 and COP28, resulting in its election to the L&D Fund Board. At COP28, Pakistan achieved significant recognition by being elected to key bodies within the United Nations Framework Convention on Climate Change (UNFCCC). Right after the COP28, Pakistan's Living Indus Initiative has been recognized as the World Restoration Flagship by the United Nations Decade on Ecosystem Restoration. Pakistan's holistic and coordinated approach, epitomized by the "Whole of Society" strategy, set a precedent for advancing the COP agenda. The successes at COP28 underscore Pakistan's unwavering commitment to climate action, collaboration, and transparency.
