It took me forever to fix this problem, but I finally figured out what it is! I hope the video helps you out.

Diagnosis: Ps4 turns off in rest mode, while playing games, or turns on then off with a pulsing blue light. This was accompanied by unable to connect to wifi. Figured its a software problem as safemode works just fine.
