The Building and Construction Authority (BCA) of Singapore has implemented a Skills Evaluation Certificate (SEC) and Accelerated Learning Programme (ALP) to raise the skills, productivity, and safety of migrant workers in the construction sector 1. The SEC and ALP are initiatives that allow migrant workers to qualify as Basic-Skilled construction workers 1.
Migrant workers from different countries/regions require different certificates to attain Basic-Skilled status 1. For instance, non-traditional source (NTS) and People’s Republic of China (PRC) workers need to obtain one of the following certificates: SEC, SEC(K), or SEC(K) at higher-skill level 1. North Asian source (NAS) workers also require one of the following certificates: SEC, SEC(K), or SEC(K) at higher-skill level 1. Malaysian workers need to obtain SPM or equivalent, SEC, SEC(K), or SEC(K) at higher-skill level 1.
From 7 Feb 2022, BCA and Ministry of Manpower (MOM) will recognize the end-of-course validation of ALP for Malaysian and NAS Construction workers 1. Employers can submit their application to BCA’s Approved Training and Testing Centres from 7 Feb 2022 1.
The current “Skilled” work permit holders in the construction sector will be reclassified into the new “Basic Skilled” category if they only possess BCA’s Skills Evaluation Certificate (Knowledge) [SEC(K)], and new “Higher Skilled” category if they are registered under BCA’s Construction Registration of Tradesmen (CoreTrade) scheme or have at least 4 years construction experience in Singapore and recognized supervisory skill certifications 2.
To be registered as a Multi-Skill worker, an applicant must have two recognized Skills Evaluation Certificates [SEC/SEC(K)] of different trades and a minimum of four years of construction experience in Singapore. Alternatively, an applicant can have one Skills Evaluation Certificate [SEC/SEC(K)] and a minimum of six years of construction experience in Singapore. In both cases, the applicant must have completed 120 hours of training in approved safety-related courses 3
