This short article covers licensing for an on-premises deployment of SharePoint Server 2019. End users that have active Software Assurance (SA) can deploy SharePoint Server Subscription Edition as well.  

SharePoint Online is an alternative Microsoft Online Service offering and is licensed via a subscription model. To use this service, you acquire a license either using the Standard or Enterprise CALs.  

SharePoint supports intranet, extranet, and Internet applications from a single, integrated platform by operating from a single server.

Microsoft SharePoint Server offers different levels of functionality, and there are CALs which correspond to this.

Core functionality offerings are linked to a Standard CAL which is assigned to a user or device. In the case of an extended functionality offerings in use, the Enterprise CAL is purchased in addition to the Standard CAL.
