To ice fish, you need the following:
120,000 Fishing
Ice Shovel
Frozen Wave Fishing Rod
Bait worms

To get to Miroir Tundra which is west of Karkasse Ridgelands in Nuia, port to Hardbleak Island and from there, you can get to the fishing area via a worldgate.

The fishing hole only lasts for 2h. After 2h, these were what I got:
531 smelt
529 shrimp
233 Trout
52 rainbow trout
49 salmon
43 mullet
41 glacier crayfish
