I woke up this morning this tune in my head, but it took me a while to remember the name! I just knew it was a tune from 18th century Irish composer Turlough O'Carolan. This blind harpist composed wonderful tunes that are still happily played today, and he often included Baroque classical influences of the times in his tunes. The name "Carolan's Welcome" was apparently added recently by the Chieftains, who play this in the trickier key of A minor. Otherwise for centuries this was just an unnamed tune by O'Carolan. It sure is beautiful and quite fun to play!
