This is an unmarked location on the map but you can get there pretty quickly if you've discovered the Fairline Hill Estates. At this place, you are basically at your destination. Straight ahead you will see a dead tree, turn left and walk up the dirt to find the dog in a cage.

You will need the advanced lockpicking skill to get it open and as soon as you do, some bandits will attack you, so make sure to save the game before this part because your furry friend can get killed here.

After saving him, you can follow the dog to the new destination. It's just nearby and you will find Eleanor there, who is a vendor. She has a lot of stuff to sell and it might be a fun place to visit again but other than that you can't do much around here. Inside you can find a note where she writes about saving up for retirement and enjoying here alone time here.
