Jiraiya was offered the position of hokage three times, but turned it down every time. He was not suited for being in an office all day. He almost was a free spirit in a way and just preferred to live on the road really. So instead of being hokage he was the shadow hokage. He contributed to the village from behind the scenes. Like his teacher and his student, he eventually sacrificed his life to save his village. He sacrificed his life on a stealth mission, which is not something the rest of the hokage are accustomed to except for Kakashi. So this begs the question on how well each hokage does in this shadow hokage role. This is the newest video in my what if vs battle hybrid series. For videos like this I usually take a battle and swap out one opponent with many others to gauge how will they would do in the original fighter’s circumstances. I’ve actually done a video on how each hokage would do if they replaced tsunade during pain’s invasion of the leaf village.
