"I have two things to say to that. The first thing is, a month ago they wouldn't have been able to demonstrate and demonstrations are one of the properties of freedom, so they are free to demonstrate and we don't discourage that. The second thing I have to tell you is that I've had many, many Iraqis in Baghdad and in the south tell us they are glad we're here so I think what you see right now is some staged demonstrations but I think below that the majority of the people are glad we're here and the majority of people realise that we're only going to stay here long enough to start a democratic government for them and we're only going to stay here long enough to be getting their economy going and we're only going to be staying long enough that we can get their oil running and the oil flowing back to the people and the revenues you'll see a reversal

STORYLINE:

Jay Garner, the retired US general charged with leading efforts to reconstruct Iraq, said on Wednesday that he didn't discourage popular demonstrations as they constituted "one of the properties of freedom", though he added that he thought some of the current protests were staged.

Garner and his British deputy Major General Tim Cross held a press briefing in Irbil, the administrative capital of Iraq's de-facto autonomous Kurdish region.

It was Garner's second day in the Kurdish region, where he has extensive contacts stemming from his direction of a US military mission to protect hundreds of thousands of Kurds who fled their homes when Saddam Hussein put
down an uprising following the 1991 Gulf War.

In Irbil, he was met by Massoud Barzani, leader of the Kurdistan Democratic Party, one of the two main groupings in Kurdish Iraq.

On Tuesday, Garner spent the day in Sulaymaniyah, the centre of support for the Patriotic Union of Kurdistan and its leader Jalal Talabani.
