In a dramatic political shift, the Indian government, led by Prime Minister Narendra Modi and Home Minister Amit Shah, has proposed the Constitution (131st Amendment) Bill, 2025, which would bring Chandigarh under the purview of Article 240 of the Indian Constitution.

This move would allow the President to directly legislate for Chandigarh, and pave the way for appointing a dedicated Lieutenant Governor (LG) or independent administrator. Currently, the Governor of Punjab also holds charge of Chandigarh’s administration.

Punjab’s Chief Minister Bhagwant Mann strongly opposes the amendment, calling it a “draconian” attempt by the Centre to weaken Punjab’s constitutional claim on Chandigarh.

Concerns Over Federalism
Leaders from AAP, Congress, and the Shiromani Akali Dal (SAD) argue that the bill is a direct assault on federal principles and Punjab’s autonomy.

Historic Claim
Many in Punjab point out that Chandigarh was built on villages from Punjab after Partition, and has symbolic and constitutional importance for the state.
