I came back to this mission and found this method. I still have to use the crossbow distractions in this order because if I use the sniper, the guard inside gets disturbed by the second shot I shoot and goes back to his default position. If I shoot the window first, the guard doesn't get outside fast enough after the second shot. I also have to kill the guard at (0:58) because his shots manipulate the guards inside the building. I lost about 0.3 secs because of bad movement on stairs but it's still fine overall.
