STORYLINE:
The European Union's Special Representative for the Southern Mediterranean region, Bernardino Leon, said on Tuesday that the Syrian regime had "missed the opportunity" for reform.
"Syria definitely is not in a transition despite announcement of changes, despite referenda, we don't believe that there is a serious opportunity for a reform," he told reporters at a news conference in the Jordanian capital, Amman.
Bernandino spoke as Syrian government troops continued to shell rebellious districts in the resistance stronghold of Homs on Tuesday, killing at least seven people, according to the Syrian opposition.
The latest bloodshed has compounded fears of a new round of bloody urban combat in a country careening towards all-out civil war.
Bernandino was in Amman ahead of the first meeting of the EU-Jordan Task Force, a series of meetings aimed at helping Jordan implement its economic and political reform process.
