Abstract
“Industrial policy” refers to government efforts to shape the economy by targeting specific industries, firms, or economic activities. Historically, it was used substantially in developed and catching-up countries. It was credited by non-mainstream economists for the rise of East Asia. Nonetheless, industrial policy fell out of favor in the 1980s and 1990s with the development of the Washington Consensus. Industrial policy came back again since 2016 as a response to US-China strategic rivalry. And it was used by several countries to speed up economic recovery after the Covid-19 pandemic. The lecture will focus on the rise/rerise of industrial policy in Southeast Asia. The case of electrical vehicles (EVs) industry in Thailand and Vietnam will be highlighted.

About the Speaker
Patarapong Intarakumnerd is now a full professor at National Graduate Institute for Policy Studies (GRIPS) in Tokyo. His research interests include innovation systems in Thailand and newly-industrialising countries in Asia, industrial clusters, technological capabilities of latecomer firms, innovation financing, and roles of Research Technology Organisations and universities. He is an editor-in-chief of SSCI-indexed Asian Journal of Technology Innovation, and a member of international editorial boards of several international journals related to innovation management and policies. He has worked as an advisor/consultant for the World Bank, UNESCO, UNCTAD, OECD, Asian Productivity Organisation (APO), JICA, German Development Institute, International Development Research Center of Canada, Economic Research Institute of ASEAN and East Asia.
