The Long Beach Economic Development Department is made up of three bureaus that are uniquely designed to create economic opportunities for workers, investors, and entrepreneurs. Learn more about them below.

Business Development Bureau

The goal of the Business Development Bureau is to build a supportive economic ecosystem that creates reliable pathways for entrepreneurs to successfully start and grow. We work to achieve this goal by:

• Providing access to capital through our small business
lending programs.
• Working with our local business improvement districts to
ensure safe, attractive, and prosperous business districts
across the city.
• Focusing on business retention by partnering across
departments to reach out to and keep existing local
businesses.
• Facilitating business startups by working directly with
entrepreneurs at all levels to help them navigate the process
of starting and growing their business.
• Making available key economic, demographic, and real estate
information so that can workers, investors, and entrepreneurs
can make well-informed economic decisions.

Workforce Development Bureau

Pacific Gateway Workforce Innovation Network (PGWIN) is a public agency serving Long Beach, Signal Hill, and the Los Angeles Harbor communities. PGWIN connects adults, youth, and businesses to opportunities—job seekers to employment, and businesses to skilled workers.
PGWIN’s business services include:

• Customized Training
