Why Japan Struggles to Revive Its Hikikomori

Hikikomori is surely a global issue, but especially Japan still struggles to get them back to society. What makes it so hard? Any changes or updates about the hikikomori situation in Japan?

The Japanese government defines Hikikomori ('ひきこもり') as total withdrawal from society and seeking social isolation or confinement. It also refers to individuals who refuse to leave their parents' house, do not work or go to school and isolate themselves away from society in a single room for a period exceeding six months.
