Q: What level do you have to be to enter or start the Evolution System Quest?
A: Level 100+

Q: So.. I just use a core once and it lasts forever?
A: Unfortunately no. After you use a core once and enter with it being active, it's gone/expires. This sucks especially for those hard to find cores (like the monster hp x20) because once you enter with it it's gone and you'd have to find another one :(
