Either House of Parliament may prefer a charge of “violation of the Constitution.”
• A motion is moved only after at least 14 days’ written notice and must be supported (signed) by not less than one-fourth of the total membership of the originating House.
• To prefer charges the originating House must pass the motion by a majority of the total membership of that House and by not less than two-thirds of the members present and voting (a “special majority” requirement).
• The other House then investigates (or causes investigation); the President has the right to appear and be represented. If the other House, after investigation, passes the resolution by thesame special majorities the President is removed.
