The A9 road (Kandy-Jaffna highway) leads to the Isinbassagala Ruwangiri Rajamaha Viharaya. This little stupa is a part of a complex that was constructed between 250 and 210 BC by King Devanampiyatissa. It was constructed when Buddhism was brought to Sri Lanka, and while it is not the original design, it was rebuilt in the early 1900s following the discovery of an old Naga Gala (Snake Stone) and Sri Pathul Gala, a footprint believed to be that of Lord Buddha. The finding of the Naga stone provides proof of the existence of a Naga tribal tribe or identity in pre-Buddhist ancient Lanka. One historical artifact that suggests Lord Buddha visited Lanka is the Sri Pathul Gala.

A white dragon sculpture greets visitors to the rock, and a short climb up the steps reveals a golden Buddha statue and a statue of King Devanampiyatissa next to the balustrades. When you get to the top of the plateau, you will see Ruwangiri Rajamaha Viharaya, the major temple, where pilgrims and devotees come to offer sacrifices or ask for blessings. This complex offers breathtaking panoramic views of the surrounding area and features a cave room on the side.

Isinbassagala, which translates to "the rock that the sage came from," is derived from the legend that Arahath and a number of other Buddhist monks arrived in this historical region before Mihintale. This is reflected in the ancient statue in this cave room known as Arahath Guhawa. The Sanskrit term "rishi" (The Sage) is where the word "isi" originates. It is thought that Lord Buddha gave his first sermon here following his enlightenment.
