[ UPDATE: Went back in today, and in fact, yes you do need to have Baloo activate his 🍈's in order to get Top 100 🌎. Also, you cannot mess up, every turn, boost, rail, and item has to be used perfectly, if the AI get you even once your chances are very slim. Based on my experience playing on my wife's account ( she let me, play on her account today and use her tries to have more opportunities to test my theory ) as well as my own, you have about a 50/50 chance at getting Baloo in the race and having him activate his 🍈 's its very common, so if you do get lucky and have Baloo in your race, that's your opportunity so take advantage fellow Speedster's!
