The Annihilating Light does a LOT of damage on builds that do instant damage with elemental skills. Much more than mirror-tier caster staves.

The drawback is a BIG DEAL. It's not just "-63 to all elemental resists". It's a multiplier.

Might this bring about a return of glass cannon builds? Or will it be used alongside a heavy investment in elemental resists?
