Richard Hermer KC offered legal counsel last July regarding Tory plans to prohibit public bodies from launching their own divestment campaigns against foreign nations and territories.

Michael Gove, then Communities Secretary, introduced this legislation, fulfilling a 2019 manifesto promise, after several councils supported the BDS (boycott, divestment, and sanctions) movement against Israel.

Mr. Hermer advised Labour that the Economic Activity of Public Bodies (Overseas Matters) Bill would "stifle free speech at home."

He criticised the Bill as "poorly drafted," asserting it would negatively impact the UK's ability to protect and promote human rights abroad.

The legislation was eventually abandoned.
