This one frequently appears as a Zaishen Bounty ( daily quest ) but some players might also do it to try and obtain is bow ( rotwing recurve bow ),
or just for the challenge. He is located in Kryta on the edge of the Maguuma Jungle, west of Temple of Ages ( ToA ).

This can be done faster with different hero setup, but this is a fairly safe reliable approach with standard hero builds that you can quickly throw on.
Dervish is ideal because of their high armor / hp / block skills / regen and their multiple skills that bestow or cause Holy damage. An all out ranged assault using spells also works well here, especially to hit and run the group protecting Rotscale. Player groups will probably favour a mixed approach, with no specific build required. An assassin or TAO ranger or similar high single target dps build would really help to kill the boss faster once the normal monsters have been removed.

The hard aspect of this fight is that they shower your backline with arrows that do a tonne of damage, it can of course be mitigated with ST, but this wasn't a common or even viable build 10+ years ago in the games golden era, which meant players needed to be very skilled or use more specialized strategies. The group also has pretty decent regen due to bound clerics and Troll Unguent. Rotscale is a necromancer and can daze spellcasters near him, his DPS is not that high, but he has an incredible amount of health as you can see, and he also steals health from the party.
