Insurgents have cut off all reinforcements by land... so instead, look to the skies! All initiatives - both civilian and military - are randomized and provided for free. With a little luck, this can grant you some incredible power early on, or it can drag out the early game until you are overrun. Be persistent, keep trying, and eventually mega brutal will be a cakewalk.
