What documents must a foreign national provide to apply to be married in Russia?
When applying to be married with a Russian citizen, you must submit:
1) ID (passport);
2) Divorce or Death decree if you were previously married;
3) Certificate of Non-Impediment for Marriage (another words: certificate of lack of marriage) issued by the applicable authority of the country which citizen you are of.
4) State fees 350 rubles about 5 usd – you can pay it in Russia.
Keep in mind that documents provided by a foreigner must be legalized (or apostilled), as well as translated into Russian, the translation being notarized in Russia.

How to proceed after gathering all the documents?
After you ve got all the documents, both spouses shall arrive to Russia and file application to the organ of civil registrations. In Russian it called “ZAGS”. At the moment of submitting of applications from both future spouses, you will get the date of marriage. And it cant be earlier than 1 month.
After 1 month you are arriving personally to the organ of civil registrations put your final signatures and getting your marriage certificate.
