In terms of gameplay, Zhen Ji's most direct comparison would be Pang Tong, and to a lesser extent Meng Huo. Based on their musou's hitbox and their "crowd clearing first, dueling later" playstyle, you can pretty much say that Zhen Ji and Pang Tong are both worse versions of Meng Huo, with a few key differences from each other.

Meng Huo can fill musou consistently fast, and consistently safe, in any crowd size with his JC. Pang Tong can't fill fast, but can do so quite safely by C1 and fly away with JC, AND being in red health gives his filling speed a major boost. When not in red health, Zhen Ji can't fill fast or consistently safe: C6+JC cancel is a good candidate when a crowd is approaching, but there's quite a huge pre-charge delay that makes it quite likely for Zhen Ji to get flinched.
Compared to Pang Tong, Zhen Ji is a much better duelist thanks to her C5+JC combo. Meng Huo can duel just as safely, but noticeably slower.
Here's a subtle detail that makes her the WORST character among the three: Zhen Ji's musou has a considerable delay in the beginning, meaning she CAN'T just weave into a crowd of multiple officers at once to juggle all of them, because they'll all block it. Moreover, her true musou ending explodes IN FRONT of her, instead of around her, so it's less safe than Pang Tong and Meng Huo.

That said, Zhen Ji is still a very viable character to play on Chaos, though a bit awkward to learn. I'd place her in the upper end of mid-tier, probably around where Yue Ying is.
