Update to dynamic parameters in Tableau 2020.3

Tableau Release Note
In the 2020.1 release, Dynamic Parameter queries are evaluated when the workbook is opened and we connect to the field's data source for the first time.
In 2020.3, the queries are now also evaluated when the data source is manually updated. This can take place by hitting F5 on Desktop, selecting the "Refresh" option in a data source's context menu, or clicking the Data Source Refresh button in the toolbar available in Tableau Online and Tableau
Server.

Just like the 2020.1 release, the queries issued for dynamic parameters respect cache configurations on Tableau Server and Tableau Online.
