Can't go much higher, as the bird despawns around this point. Could maybe get closer to the front but I would need to find a better place to grab the bird from. I'll upload videos of the front and back sides if I can manage.

I've been trying to get the collision on the 2nd floor to load in. So far, I've had no luck. it has collision when you're in the garden normally,. You can check with photo mode; the camera hits the floor/stairs. I'm hoping that a certain spot will load it but I'm thinking that it might be impossible from above.

I've done this a number of times and this has been the recurring result. I've also been trying to get up there by other means from inside the garden.
