Social Security Direct

Your application for legal aid has been successfully submitted.

After analysing the request, you will be notified of the decision.

1. What is Legal Aid?

It is a public service that provides free or reduced-cost legal assistance, including:

Exemption or reduction of court fees and procedural costs

Appointment and payment of a lawyer or public defender (in criminal/administrative cases)

Appointment of an enforcement agent (in debt collection/execution cases)

2. Who can apply?

Individuals: Portuguese citizens, EU citizens, or foreigners with valid residence permits in Portugal

Legal entities (companies, associations, cooperatives, foundations, religious institutions, etc.)

3. How to check eligibility?

On the Social Security Direct Portal, you can use the Legal Aid Simulator to check if your income and financial situation qualify.

4. How to apply?
a) Online — Social Security Direct Portal

Log in with your Social Security Number (NISS) and password.

Go to "Social Action" → "Legal Protection (Proteção Jurídica)".

Choose and complete the correct form:

MOD PJ 1 → for individuals

MOD PJ 2 → for legal entities

EU form → for cross-border cases

Upload the required documents and submit.

👉 Since December 2022, applications can be made fully online.

b) In person or by mail

You can also submit your application at a Social Security office or a Citizen’s Shop (Loja do Cidadão).

Fill in the form and hand it in directly or send it by post.

5. Required Documents
For individuals:

ID (Citizen Card, Passport, or Residence Card)

Latest IRS (income tax) declaration or tax office certificate

Payslips from the last 6 months (if employed)

Proof of self-employment income (VAT returns, receipts)

Proof of pensions, subsidies, or other income

Property certificate (land registry / caderneta predial)

Vehicle ownership or company shares (if applicable)

For companies/associations:

Company statutes / legal documents

Latest IRC (corporate tax) declaration

VAT declarations (last 12 months)

Annual accounts of the last 3 years (or since creation)

Balance sheet of the last quarter

6. What happens next?

The application is free of charge.

A decision is normally given within 30 working days.

If approved, you will be notified of the support granted:

Full or partial exemption from fees

Lawyer assigned and paid by the state

Other legal cost coverage

If rejected, you can appeal in court within 15 days.

You must inform Social Security if your financial situation changes.
