When Can a Priest Refuse Absolution?

Why would a priest refuse absolution in Confession? Catholic absolution is offered through the Sacrament of Reconciliation. However the Sacamrement of Confession requires more than just penance or confessing our sins it requires contrition and a desire to change one's behavior. If we are not sorry or do not desire to stop sinning a priest must withhold absolution in the confessional.
