This event isn't easy for 1 star as your fortresses are way too east to destroy.

3 points that might be helpful:

1. Use engineer to plan mine along coast while Stay By the Low Health fortress, it can fix the fortress 80 HP per round.

2. The ship got most damage to building so stop them with rumor and submarine would be smart decision.

3. For Hard Level, use the generals with Explosive Skill will make the event a piece of cake to you.
