Practice good sanitation by picking up any fallen leaves or branches on infected plants. This will reduce places they can survive through the winter. Also, in the late winter and spring spray the plants with a dormant oil. This will kill the eggs and crawlers. Systemic insecticides do not work well on mealy bugs.
