Описание к видео Drones for Multi - Hazard Risk Assessment Training in Bhutan

The "Capacity Building for Advanced Use of Drones for Multi-Hazard Risk Assessment" training program was held from May 15th to May 26th in Thimphu, Bhutan. The primary objective of this training program was to support the Royal Government of Bhutan (RGoB) in enhancing its risk-informed decision-making and development planning capabilities. The training was organized as a part of the project “ Strengthening Risk Information for Resilience Project” by a consortium of four organizations: NAXA, Nepal Flying Labs (NFL), Tara UAV (TARA), and Bhutan Flying Labs (BFL) from Nepal, India, and Bhutan, respectively. A total of 30 participants from nine different government agencies in Bhutan attended the training program. The nine agencies included the Department of Local Governance and Disaster Management (DLGDM), the Department of Human Settlements (DoHS), the Department of Surface Transport (DoST), the Department of Infrastructure Development (DoID), the Bhutan Construction and Land and Transport Authority (BCTA), the National Center for Hydrology and Meteorology (NCHM), GovTech, the National Land Commission Secretariat (NLCS), and the Department of Geology and Mines (DGM). The participants had diverse academic and professional backgrounds.

The entire training program was divided into three different subcomponents, as explained below:

a. Four Days of Drone Remote Pilot Course: The two days of theory plus online modules consisted of background and history of drones and use cases related to disaster risk assessment, Bhutan’s 2017 Unmanned Aircraft Regulations, airspace concepts, aerodynamic fundamentals, aeronautical decision making, aviation risk management, and weather and data privacy considerations. Participants were first trained on a drone simulator for the first 2 days to develop their confidence without the risk of endangering a real drone before field exercises.

b. Three Days of Drone Photogrammetry and Data Processing: These covered fundamentals of photogrammetry and the use of Ground Control Points (GCPs), Real-Time Kinematic (RTK) and Post-Processed Kinematic (PPK) techniques, the use of mission planning and post-processing software, and data processing and outputs. The theory was supplemented by practical field visits to flood prone areas for data acquisition and processing and outputs.

c. Three Days of Drones for Multi-Hazard Risk Assessment Course: The first-day theory covered all essential terminologies of MHRA including a demonstration on preparation of landslide susceptibility maps using freely available datasets. The participants were then provided with drone-captured datasets of floods and landslide areas from Bhutan and involved in sessions that included step-by-step learning on how to use different tools to create landslide susceptibility and flood hazard maps.
