Il Signor Rossi, contro la sua volontà, si ritrova questa volta a Venezia. Le sue avventure si snodano in una laguna sempre più inquinata, tra costruzioni incerte e traballanti, a bordo di vaporetti stracarichi e pericolanti, dove la Venezia delle cartoline è solo un lontano ricordo.
