Article 6 is considered to be one of the least accessible and complex concepts of the Paris Agreement.

Supporters argue that Article 6 could offer parties a chance to work together collectively to cut carbon emissions faster, however, there is also concern that it could have a contrary effect undermining the entire process.

This complexity was a major reason as to why the semantics of Article 6 were not agreed to until the last morning of the Paris negotiations in 2015. Furthermore, even though UNFCCC Parties agreed to the formation of carbon markets and mechanisms through Article 6, the rules governing the carbon mechanisms were left unresolved at COP 24 in Katowice in 2018.

Nevertheless, the implementation of Article 6 and the respective carbon mechanisms is critical for fighting climate change: Article 6 could help the world avoid dangerous levels of global warming by reducing emissions using international carbon markets.

Speakers:
Karen Olsen (PhD): Karen is a senior researcher in the Impact Assessment and Adaptation Analysis section at the UNEP DTU Partnership in Copenhagen. She has 15 years of work experience with climate and sustainable development in developing countries. Currently she leads the ‘Sustainable Development Initiative on Implementation of Article 6 of the Paris Agreement under the UNFCCC’ jointly with the Gold Standard focusing on technical analysis and policy dialogue for negotiators to operationalize the ‘rulebook’ for new market mechanisms in the Paris Agreement.

Aglaja Espelage: Aglaja recently graduated from the binational Master’s degree in Applied Political Sciences at the University of Freiburg, Germany and the IEP Aix-en-Provence, France. During her academic and vocational training, she worked on sustainable development, development cooperation and climate change policy. Aglaja joined Perspectives in 2017. As Consultant and Project Manager at Perspectives - Climate Group, she works on carbon markets and current developments in market mechanisms, especially related to Article 6 of the Paris Agreement. Furthermore, she developed expertise in carbon pricing instruments and the interplay of multilateral environmental agreements. Aglaja closely follows the UNFCCC negotiations on market mechanisms, climate finance and transparency.
