Papeete is capitol of French Polynesia and administrative center of Tahiti island.
And, it is not a touristic place, it is not a tropical paradise, nor it is meant for tourists.
It is not even meant as a long term hub for local excursions.

Advice: Stay in Papeete only for a short time and then leave to other places around Tahiti (e.g. Moorea) and French Polynesia (e.g. Bora Bora). Exception: go to inner (island) Tahiti if you have a chance.
